Bharat Sanchar Nigam Ltd. [ BSNL] Himachal Pradesh Telecom Circle invites
applications from eligible Indian citizens for recruitment to the cadre of
Telecom Technical Assistant TTA ( Group-C)
in the revised IDA pay scale of Rs.
13600-25420 in
different SSAs of HP Telecom Circle.
1. The breakup of 49 posts to be filled up simultaneously in all the

Note: The
number of vacancies is subject to change/revision.

person shall be as per provisions laid in DOT letter No. 1-8/2001-AD (SNG)
dated 18/10/2001 and 21/04/2003.
Reservation as per Central Govt. guidelines will be
applicable for SC/ST/ OBC/Physically Handicapped (PH)/Ex-servicemen. In respect
of Physically Handicapped persons, candidates with following physical
disability will be permitted.

BL (both legs affected but not arms)
2. Mode of selection:
The Telecom
Technical Assistant (TTA) is a SSA cadre. Selection will be through a
competitive Examination followed by a medical test. Appointment will be subject
to police verification, successful completion of training and other usual
formalities. Candidates are required to
submit application for one SSA only. Option once exercised for SSA shall be
final.
a) Minimum Qualifying marks in the paper will be 40% for
the candidates of unreserved communities
and 33 % for the candidates of SC/ST/OBC categories.
b) The minimum passing marks in each of the three parts of
the paper will be 30% for OC and 20% for SC/ST/OBC categories.
c) Relaxation of 2% in marks will be given to the Physically
Handicapped Candidates in each category ( SC-PH , ST-PH, OBC-PH, OC-PH).
d) There will be negative marking. For each wrong answer 25%
of mark of that question will be
deducted.
Candidates obtaining
less than minimum qualifying marks shall not be considered for inclusion in the
merit list of SSAs. The appearance of the name in the merit list does not
confer any right to the candidates for employment. A successful candidate will,
however, get appointment letter/call letter strictly depending upon his/her
position in the merit list drawn on the basis of his/her performance in the opted/applied
SSA to the extent of vacancies in that SSA.
3. Eligibility :
(a) Nationality: Only Indian Nationals would be
eligible to apply.
(b) Educational Qualifications:
Applicants must possess, as on the last
date of receiving applications the following educational qualifications from a
recognized institute/University:-
(a) Three years Engineering Diploma in Telecommunications
Engineering/ Electronics Engineering/Electrical Engineering/Radio
Engineering/Computer Engineering/Instrument Technology/Information technology OR
(b) M.Sc (Electronics)
from a recognized Institution/University.
Note : (i) Candidates having only such qualifications and
streams as mentioned above are eligible for appearing in the examination. There
is no equivalence provided.
(ii) Candidates
possessing higher qualification in the eligible stream are allowed to appear in
the examination.
(iii) Candidates possessing three year diploma certificates
are eligible to appear in the examination irrespective of percentage of marks
obtained by them.
(iv) In case a
candidate is possessing requisite educational qualification, irrespective of
having entered the course in the second year through lateral entry level after
10+2, he/she will be eligible to appear in the examination.
(c ) Age : The candidates should be between 18 to 27
years of age on the closing date for receipt of applications i.e 13.05.2013.
However this age is relaxable for the
following categories of applicants.
(i) For SC/ST
up to 5 years;
(ii) For OBC
candidates up to 3 years;
(iii) For PH
candidates up to 10 years (15 years for SC/ST & 13 years for OBC);
(iv) For
departmental candidates *;

Up to 40 years in respect of general candidates;
-
Up to 45 years in respect of SC/ST candidates in accordance with the instructions or orders
issued by central Govt.;
-
Up to 43 years in respect of OBC candidates;
* Departmental
candidates should send their applications through proper channel.
(v)
For residents of J&K – Relaxation shall be in accordance with
DOP&T O.M. NO. 15012/7/1991-Estt. (D)
dated 6.12.2005 pertaining to “Residents of State of Jammu & Kashmir (relaxation
of upper age limit for Recruitment to Central Civil Services and Posts) Rules
1997”.
Relaxation in the upper age limit of
five (5 yrs. ) years to all persons who had domiciled in the State of Jammu
&Kashmir during the period from Ist of
January 1980 to 31st of December ,1989 .The candidate
intending to avail the relaxation of age limit have to submit a certificate
from.
(a) the District Magistrate within
whose jurisdiction he had ordinarily resided.
(b) Any other authority
designated in this behalf by the Govt. of Jammu & Kashmir to the effect
that he had domiciled the state of J&K during 1.1.1980 to 31.12.1989
(vi) For
Ex-Servicemen candidates, upper age limit is relaxable as per instructions
issued by the Central Govt. from time to time.
(vii) The candidates seeking relaxation in age
and reservation etc. must submit the Caste certificate issued from competent
authority in support of their claim for relaxation. The candidates belonging to
SC/ ST and OBC seeking relaxation/ reservation must submit caste certificate
from any of the following competent authorities , viz., DM/ ADM/DC/ADC/SDO/ Ist
class Stipendary Magistrate, SDM/Executive Magistrate/Revenue Officer (not below the rank of Tehsildar). However in
caste certificate in respect of OBC candidates, it must clearly be mentioned
that the candidate does not belong to the Person/ Sections (creamy layer) as mentioned in
column 3 of the Schedule to the Govt. of India
Department of Personnel and Training Office memorandum No. 36012/22/93-Estt.
(SCT)..
Note: The crucial date for determining
the age limit shall be the closing date of receipt of the applications from
candidates i.e. 13.05.2013.
4. Bond and Trainings:
(a). All the candidates
provisionally recruited against the vacancies for direct recruitment shall
execute a BOND in the format as specified by the company to serve
in BSNL for a period of TWO YEARS from the date of their
appointment as Telecom Technical Assistants.
(b).
The candidates thus selected, before their appointment as Telecom Technical
Assistants shall undergo the prescribed training successfully as per the
training plan laid down by BSNL.
The
selected candidates will be entitled to stipend (training allowance) as admissible thereon and allowances as
amended by BSNL from time to time during the prescribed course of training in any of the training centres of the Department. The seniority on
appointment of the candidates in the cadre of TTA shall be determined on the
basis of post-training marks in their respective quota. Training is mandatory.
5.
Probation Period: The candidates appointed shall remain on probation for a period of two
years (liable to be extended by appointing authority).
6.
Service Liability: Normally within the territorial jurisdiction of Secondary Switching Area
(SSA) concerned but transferable anywhere in India in the interest of service.
The candidates on appointment shall, if so required, be liable to serve in Territorial
Army/ Signal Units for period specified in the Territorial Army Act and under
rules made there under.
7.
Syllabus for Examination: The syllabus of the
examination will be as enclosed in Annexure-A. There shall be only one Paper of
200 marks having multiple choice objective type of three hours duration from 10:00 hrs. to 13:00 hrs. with
the following details:

The total number of
questions in the paper will be 200 and each question shall carry one mark.The
standard of paper in General ability
test will be such as may be expected of an engineering diploma holder. The
standard of paper in other subject will approximately be that of diploma level
of an Indian polytechnic.
8. Disqualification:
No person
(a) who has entered into or contracted a marriage with a person having a spouse
living or (b) who having a spouse living entered into or contracted a marriage
with any person shall be eligible for appointment to the above posts provided that the Central Govt may if
satisfied that such marriage is permissible under the personal law applicable
to such person and the other party to the marriage and that there are other
grounds for doing so, exempt any person from the operation of the this rule.
9. Registration with Employment Exchange
and Validity: Applicant
may be registered with the Employment Exchange of the SSA opted for
recruitment. The registration with the Employment Exchange is preferable and
not mandatory. However, in case two or more successful candidates show equal
performance in the test and have same qualification, experience, date of birth
etc., preference will be given to those candidates who have registered their
name in the Employment Exchange of the concerned SSA in which they have
applied.
10. Medical
Fitness: The
selected candidates will be required to undergo a medical test to ensure that
they are physically fit and mentally alert to perform the duties of a TTA
before sending them on TTA training.
11.
How to Apply :
The specimen of the application form is
included in this advertisement. Neatly typed copy in A 4 size [only on one side
of the paper] or downloaded application form
may be used for making application. The completed application form
should be sent by registered post or handed over personally in the concerned
SSA in which applicant wants to apply, so as to reach in the concerned SSA on or
before 13.05.2013. The envelope containing application form should be
marked 'Application for Direct Recruitment to the Cadre of Telecom Technical
Assistant-2012”. Two self addressed envelopes [ 23 x11cms
size] duly stamped should also be enclosed with the application. Application
received by post or courier after the closing date will be summarily rejected.
Applications received incomplete or
after the closing date will be rejected straightway and no correspondence
whatsoever will be entertained in this regard.
Note: (i) An applicant is allowed to appear for
examination against the vacancy of one
SSA only as examination is to be conducted for all the SSAs on same
date .
(ii) In case of any
query/clarification, the officer(s) of the concerned SSA in which application
has been submitted may be contacted .
(ii) No application should be sent
to CGM BSNL HP Telecom Circle Shimla.
All such applications are liable to be summarily rejected.
12. Fee
Payable and Mode of Payment :
An examination fee of Rs.500/= is payable in the form of demand
draft drawn in favour of Accounts Officer of the concerned SSA as per the
address(es) shown below in the table and should be enclosed with the
application Form .

Fee remitted by Money Order or
cheque will not be accepted. Fee once paid shall not be refunded under any
circumstances nor can it be held in reserve for any other examination or
selection.
Applicants belonging to the SC/ST communities only are exempted from the
examination fee. Exemption from payment of examination fee is also available to
the applicants of PH category. This exemption will, however be available to
only those handicapped persons who would otherwise be eligible for appointment
to the post on the basis of the standards of medical fitness prescribed for
that post and who enclose with the application form, necessary certificate from
a Govt. hospital /medical board in support of his /her claim being handicapped.
The venue of the examination along with instructions for the candidates will be
sent through post along with Hall permits (Admit cards) by the SSA concerned.
The candidates will not be allowed entry in the examination Hall without Hall
Permit (Admit card).
13. Documents to be attached
with application:-
(i)
Four latest identical passport size photographs self attested; out of
which one duly attested by Gazetted Officer and one without attestation should
be affixed in the space provided in the Application Form and rest should be
enclosed with the application.
(ii)
Two self addressed envelope sized 23 x 11 cms should be enclosed with
the application form
(iii)
Demand draft for Rs. 500/- [Not required for SC/ST/PH candidates]. SC/ST
candidates will attach caste certificates duly attested by a Gazetted
Officer.
(iv)
Medical Certificate in respect of Physically handicapped candidates duly
issued by Medical Board of Govt. Hospitals .
(v)
Attested Photocopies of the Engineering diploma/Degree supporting the
Educational Qualification.
(vi)
Attested Photocopy of the Discharge Certificate for Ex-serviceman
Candidates.
Note:
Photocopies of all certificates as mentioned in the application form for
Telecom Technical Assistant(Direct Recruitment) Examination-2012 are to be
enclosed duly attested by Gazetted Officer.
14. Concession for SC/ST Candidates:
a) Traveling allowance to SC/ST
Candidates: The
applicants belonging to SC/ST categories will be entitled to T.A. as per
provisions of Ministry of Finance ( Deptt of Expenditure) O.M.No
19014/3/77-E.IV(B) dated 17.02.1978.
b) Pre-Recruitment Training for SC/ST
Candidates: Necessary
arrangement for Pre-recruitment training for eligible SC/ST candidates well
before conduct of examination will be arranged at Circle Telecom Training
Centre, Sundernagar as per the provision of letter No. 16-8/2006-SCT/257 dated
28/08/2006 from SCT Cell, BSNL Corporate Office, New Delhi. The list of the SC/ST candidates
eligible to appear in the examination in the opted SSA along with the
information regarding timings (dates) of
Training will be floated on our website www.hp.bsnl.co.in.
No intimation for the timings will be
sent separately.
